Electric power systems represent one of the main tasks in the field of engineering. Since the last 70 years the demand and consumption of electric energy has grown exponentially. Originally the attention paid to electric energy was mainly limited to the analysis of its characteristic in terms of waveform, interruptions and continuity of service. As the demand increased, as well as the diffusion of devices highly sensitive to voltage characteristics, the need for accurate measurements of electrical quantities has become both strategic and necessary. The economic losses for industries have dramatically increased due to the poor quality of the supply voltages. In several applications, accurate power measurements are required for taking decisions, for diagnostic purposes, for metering purposes, and for reliability analysis. The challenge, in the recent years, is represented by the development of a new generation of instruments capable of providing the required measurement information, which differs, sometimes strongly, from that required in the past. For instance the measurement of the active power and RMS values must be performed assuming that the electrical quantities are no longer periodic nor sinusoidal. Fault detection and localization in power plants is becoming a crucial task for the Utilities in order to improve the voltage quality and shorten the time-to-restoration. This challenge can be won only by adopting synchronized distributed measurement systems, and implementing a new kind of algorithms and synchronization protocols. Also diagnostic needs in power systems are growing faster and faster: measurement instruments for the reliability evaluation of cables, transformers, motors, drivers is covering an increasing portion of the power instrumentation market. Moreover new kind of approaches, theories and methods need to be studied to correctly provide the required information, such as the accurate measurement of the instantaneous power frequency and the spectral content of the electrical quantities, the implementation of the synchrophasor theory, and the development of accurate voltage and current transducers for metering purposes, partial discharge measurement, loss measurements in cables and transformers, and temperature measurements in power plants.

SCOPE: The aim of TC-39 is to gather people involved in the field of measurements in power systems in order to lead the research on specific topics, promote and facilitate the exchange of knowledge between scientists, encourage the research on challenging topics, organize events related to the measurements in power systems, become an official consultative body for industries and operators in the field of power systems, as far as the design and development of specific instrumentation is concerned, and, last but not least, promote and disclose new Standards and Guidelines.

It will provide the approach and guidelines for planning a  Conference to be compliant with IEEE and IMS Policies on Conferences. Conference Information Schedule: the primary document to start an IEEE sponsored conference is the Conference Information Schedule (CIS). This document establishes the name of the conference, the date and venue and the principal points of contact. No other planning and approvals can be initiated, including contract review and execution, until the CIS is filed with IEEE Conference Contracts.

 

Roadmap for IMS Sponsorship:

 1.

  • The TCS Memorandum of Understanding (MOU) process needs to be started 6 months prior to the Conference.

  • Only a Non-Profit entity can obtain an IEEE TCS MOU.

  • IMS desires to have a direct and substantial involvement solely in the organization of the technical program.

  • The Conference is encouraged to participate in the IEEE Conference Publications Program.

 

 2.      Financial Planning In order for IMS to financially sponsor a Conference, an approved Budget is required, using the IEEE Financial Web form. The form for the budget should be initially sent to the IMS VP of Conferences to insure compliance with IEEE guidelines on Conference finances. Once the budget is completed, the Conference Organizer will submit financial information to conference-finance@ieee.org.

An IMS Financially Sponsored Conference can request a loan anytime during the planning cycle. However, this loan should be included in the Conference Budget, and conform to the percentage participation by IMS. Upon request by the Conference General Chair or Treasurer, IMS will approve the loan and contact IEEE Conference Services to process the request. The Conference must repay all conference loans within one month after the conference.

 

3.      Conference Banking: A Conference must set up a banking account dedicated to the Conference. Both the General Chair and the Finance Chair must sign IEEE Concentration Banking offers IEEE conferences a bank account with unlimited check writing privileges, which pays a higher rate of interest than traditional business checking accounts. It is optional, but highly recommended

 

4.      Conference Publications: Program: Both Financially Sponsored and Technical Cosponsored Conferences should participate in the Conference Publications Program (CPP). The primary objective of the CPP is to include the papers in IEEE Xplore for the widest dissemination within the technical community.

For TCS Conferences, the organizers have the option of assigning the ownership of the publications to IEEE or providing them on a non-exclusive basis.  In either case, a Conference must accomplish the following steps to insure quality of the papers, and timely submission into IEEE Xplore:

a.       Completing and submitting the IEEE Conference Publication Form, which is required for inclusion in the IEEE Conference Publications Program (CPP). The CPP handles conference content acquisition and exclusive post-conference distribution for conferences sponsored and co-sponsored by IMS

b.      Ensuring adherence to the requirements outlined in the Letter of Acquisition received upon acceptance into the CPP.

c.       Working closely with the  Conference Technical Program to ensure that authors receive proper instructions for final paper submission.

d.      Determining if Non-Presented Papers will be pulled from submission to IEEE Xplore. For more information about the handling of Non-Presented papers, see Developing the Final Program.

e.       Ensuring that the IEEE Copyright Form has been submitted with each paper to be published.

f.        Ensuring that papers are submitted according to the specifications addressed in Preparing Conference Content for the IEEE Xplore Digital Library.

g.       Guaranteeing adherence to guidelines and policies within IEEE Intellectual Property Rights including use of copyright, Master Brand/Logo and trademarks.

5.       Advertising your conference:  To send an announcement to the entire IMS membership, use the IEEE e-Notice System at  http://www.ieee.org/organizations/vols/e-notice/.  Click on "Submit an e-Notice for a Conference" and then follow the instructions.  Once submitted, the IMS VP of Conferences will be contacted for approval.
