Octavia A. Dobre

Biography

Octavia A. Dobre is a Professor and Research Chair at Memorial University, Canada. She received the Dipl.-Ing. and Ph.D. degrees from Politehnica University of Bucharest (formerly Polytechnic Institute of Bucharest), Romania, in 1991 and 2000, respectively. She was the recipient of a Royal Society Scholarship at Westminster University, UK, in 2000, and held a Fulbright Fellowship with Stevens Institute of Technology, USA, in 2001. Between 2002 and 2005, she was with Politehnica University of Bucharest and New Jersey Institute of Technology, USA. In 2005, she joined Memorial University, Canada. She was a Visiting Professor with Université de Bretagne Occidentale, France, and Massachusetts Institute of Technology, USA, in 2013.

Her research interests include 5G enabling technologies, blind signal identification and parameter estimation techniques, cognitive radio systems, optical and underwater communications, as well as measurements in communications among others.

Dr. Dobre serves as the Editor-in-Chief of the IEEE Communications Letters, as well as an Editor of the IEEE Systems and IEEE Communications Surveys and Tutorials. She was an Editor and a Senior Editor of the IEEE Communications Letters, an Editor of the IEEE Transactions on Wireless Communications and a Guest Editor of other prestigious journals. She served as General Chair, Tutorial Co-Chair, and Technical Co-Chair at numerous conferences. She is the Chair of the Signal Processing and Communications Electronics Technical Committee (IEEE ComSoc), as well as the Co-Chair of the Wireless and Telecommunications in Measurements Technical Committee (IEEE Instrumentation and Measurement Society). Among other roles, Dr. Dobre has been a member of the IEEE ComSoc Awards Committees, as well as of the IEEE Eric E. Sumner and IEEE Kiyo Tomiyasu Award Committees. She is a Fellow of the Engineering Institute of Canada.

Biography

Kristen M. Donnell (S’07-M’11-SM’12) received her B.S.E.E. degree in May 2001
from Colorado State University, her M.S.E.E degree in December 2003 from the
University of Missouri-Rolla, and her Ph.D. degree in Electrical Engineering at
Missouri University of Science and Technology (Missouri S&T) in December
2010. She is currently a Woodward Associate Professor of Excellence in the
Department of Electrical and Computer Engineering at Missouri S&T, Interim
Director of the Center for Infrastructure Engineering Studies, and the Director of
the Microwave Sensing (Sense) Laboratory. Her current research interests
include thermography, frequency selective surfaces, materials characterization,
and microwave and millimeter wave nondestructive testing. Prior to starting her
Ph.D. work, Kristen was employed by Raytheon Company, Tewksbury, MA, from
2003 to 2006 as a Systems Engineer and Electrical Engineer. Dr. Donnell is a
Senior Member of IEEE and has been involved with the IEEE Instrumentation
and Measurement Society since 2007. She currently serves as the Vice
President of the Finance Committee and the Chair of the Distinguished Lecturer
Program.

Biography

I worked over 13 years in a service company specialized in computing industrial engineering. This professional experience made me discover different function in the industry, from the research engineering to the production department.

A first experience at LUCENT Technology allowed me to learn the technical constraints in production while updating a test bench for electronic boards. Armed with this experience, I then worked for VALEO automotive developing bench performing endurance tests on electrical system box for cars. I then joined the railway sector at ALSTOM where I developed test bench to validate the embedded software for the component in the train. Theses missions as consultant engineer have strengthened my professional skills gained through an array of on-site experiences.

For the past 4 years, I’ve worked for Delta Mu, a consulting society in metrology. And I then discovered the metrology, science of measurement, which I used in my previous jobs without really knowing it. I intervene as a trainer and consultant on industrial issues around the measurement. It’s interesting and rewarding to meet industrialists in various fields from biology to mechanics through electrical and to try to understand their needs and provide solutions.

Biography

Chi-Hung Hwang received the M.Sc. degree and the Ph.D. degree in Power Mechanical Engineering from the National Tsing Hua University, Taiwan, in 1991 and 1996, respectively. Afterwards, he joined Precision Institution Development Center (PIDC) of National Science Council as an associate researcher. In 2002, he led the planning division on PIDC long-term planning. In 2003, he was elevated to be a researcher because of his achievement on system engineering of instrument. In 2004, he engaged in reorganizing PIDC from a government subsidiary organization into one of research orientated national laboratories. Afterwards, he led the division of planning & promotion division as well as the instrumentation engineering division of Instrument Technology Research Center (ITRC) of NARL. In 2008, he was assigned to be the deputy director general of ITRC; currently he is the chief technology officer of ITRC and he also leads applied optics division on the development of spectrum imaging system for bio- and semi-industry applications.
